      Horsens Kommune har i forbindelse med en behovsafklaring for ny kontrakt på et system til løn- og personaleopgaver foretaget en afsøgning af mulighederne for at indkøbe disse ydelser på servicebureauvilkår, hvilket SKI Rammeaftale 02.19, Delaftale 2 - ASP/Cloud-SaaS til kommuner indeholder mulighed for. Da der har været et ønske om budgetsikkerhed i form af en fast pris er der gennemført et miniudbud i henhold til retningslinjerne herfor på SKI Rammeaftale 02.19, Delaftale 2 - ASP/Cloud-SaaS til kommuner. Det er i forbindelse med afdækningen af potentielle leverandører på rammeaftalen vurderet, at KMD A/S er den eneste leverandør, der kan opfylde alle Horsens Kommunes krav til løsningen. Horsens Kommune vurderer, at kontrakten ikke er omfattet af direktivet, idet der er tale om tildeling i henhold til vilkårene fastsat i den allerede konkurrenceudsatte rammeaftale 02.19.

      Der er offentliggjort bekendtgørelse med henblik på frivillig forudgående gennemsigtighed i EU Tidende.

      Den angivne kontraktværdi er for hele kontraktens løbetid på 4 år plus 2 års option og indeholder desuden alle optioner og engangsudgifter.

      Kontrakten blev indgået 15.12.2018.
