        Bygningsstyrelsen ønsker at indgå rammeaftale om bygherrerådgivning. Bygningsstyrelsens byggesager spænder bredt indenfor bl.a. ny- og tilbygning, modernisering, renovering og vedligehold m.v. Det er derfor vigtigt, at Bygningsstyrelsen har en bygherrerådgiver, der har denne bredde i kompetenceprofilen. Bygningsstyrelsens bygherrerådgivere skal bl.a varetage rollen som traditionel bygherrerådgiver, som yder bistand til bygherren i forbindelse med byggeriets indledende faser med henblik på at bistå bygherren med blandt andet behovsafklaring, ideoplæg samt beslutninger om udbud af rådgivning og entrepriseydelser. Bygherrerådgiveren skal endvidere kunne varetage rollen som bygherrerådgiver i forbindelse med totalentrepriser samt i øvrigt bistå med analyser og løsningsforslag på tekniske og organisatoriske opgaver. Bygherrerådgiveren skal, i mindre omfang, kunne varetage rollen som byggeleder på projekter, hvor der er udskilt byggeledelse, samt yde lejerådgivning til øvrige ordregivere.

            I henhold til lbk nr. 593 af 2.6.2016 om Klagenævnet for Udbud (loven kan hentes på: www.retsinformation.dk),gælder følgende frister for indgivelse af klage:

            Klage over udbud eller beslutninger omfattet af udbudslovens afsnit II eller III skal være indgivet til Klagenævnet for Udbud inden:

            Klager over ikke at være prækvalificeret skal være indgivet til klagenævnet inden 20 kalenderdage regnet fra dagen efter den dag, hvor Bygningsstyrelsen har afsendt en underretning til berørte ansøgere om, hvem der er blevet prækvalificeret. Dette er tilfældet såfremt underretningen angiver en kort redegørelse for de relevante grunde for beslutningen. I andre tilfælde er klagefristen 45 dage fra dagen efter, at Bygningsstyrelsen har offentliggjort en bekendtgørelse i Den Europæiske Unions Tidende om, at der er indgået en kontrakt.

            Senest samtidig med at en klage indgives til Klagenævnet for Udbud, skal klageren skriftligt underrette ordregiveren om, at klage indgives til Klagenævnet for Udbud, og om, hvorvidt klagen er indgivet i standstill perioden, jf. lovens § 3, stk. 1. I tilfælde, hvor klagen ikke er indgivet i standstill perioden, skal klageren tillige angive, hvorvidt der begæres opsættende virkning af klagen, jf. lovens § 12, stk. 1.
